The National Historic Preservation Act of 1966 (NHPA), as amended through 2000, established a program for the preservation of historic properties throughout the United States. Section 106 of the NHPA requires federal agencies to consider the effects of their activities on historic properties.

The Old Post Office building was individually listed in the National Register of Historic Places in 1973 (NR# 73002105) and is identified as a contributing structure within the historic district that is known as the Pennsylvania Avenue National Historic Site (#66000865). In compliance with NHPA, GSA has initiated consultation under Section 106 of the NHPA, 16 U.S.C. 470f to evaluate the effects of the proposed redevelopment will have on the historic features that are contributing resources to the Old Post Office. GSA has developed historic preservation zone plans to identify areas of historic and architectural significance.

As part of the Section 106 process, GSA is in ongoing consultation with the District of Columbia Historic Preservation Office (DCHPO), the Advisory Council on Historic Preservation (ACHP), and other consulting parties to consider the effects of the Old Post Office redevelopment. GSA, along with the preferred selected developer, will enter into an agreement document for the long-term preservation of the property.
